
Oscar Gonzales

Oscar Gonzales is a highly accomplished executive leader with an extensive background in public service, federal administration, policy development, and organizational and financial management. With more than 20 years of experience in senior government roles and advisory positions, he brings a depth of expertise that spans leadership, strategy, and operational excellence.
Most recently, Oscar served as Assistant Secretary for Administration at the U.S. Department of Agriculture (USDA) where he oversaw an expansive portfolio of critical functions such as procurement, human resources, homeland security, real property, the Office of Small Business, intergovernmental affairs, operations, and security. He also played a key role in congressional relations, supporting the Department’s engagement with legislative stakeholders and collaborating closely with the White House and Congress on legislation and policy. His leadership impacted a workforce of nearly 100,000 employees across 29 agencies and multiple mission areas.
During his distinguished tenure at USDA, Oscar held multiple senior leadership roles, including Deputy Assistant Secretary for Administration, Deputy Chief of Staff for Operations, Deputy Director for Intergovernmental Affairs, Deputy Director for Intergovernmental Affairs, and Senior Advisor on Immigration to the Secretary of Agriculture. He was instrumental in launching the ‘Blueprint for Stronger Services’ initiative which realized $1.4 billion in savings by cutting waste and improving efficiency. Additionally, as California State Executive Director for the USDA Farm Service Agency (FAS), he managed a broad portfolio of farm programs across 58 counties.
Beyond the federal sector, Oscar has served as Vice President for Governmental Relations, Western States, for Goldman Sachs and Vice President for Community and Government Relations for Aura Financial, a fintech innovator disrupting the predatory lending industry. He has held senior positions supporting leading California policymakers—Governor Gray Davis, Assembly Speaker Antonio Villaraigosa, and Senate Majority Leader Gloria Romero—and non-profit organizations such as Building
Up Los Angeles, California Community College Foundation, Constitutional Rights Foundation, Corporation for National Service, National Hispanic Environmental Council, and the UFW Foundation.
As a member of the De Lune IT Board of Advisors, Oscar leverages his expertise in federal governance, financial management, and operational strategy to guide the company’s mission to deliver secure, scalable, and future-ready technology solutions that empower government agencies and enterprise clients to operate with greater efficiency and resilience.
Oscar holds a Bachelor of Arts degree in Political Science from the University of California, San Diego and an Associate of Arts degree in Business Administration from East Los Angeles College.
