A distinguished senior professional with nearly four decades of expertise in program management, process improvement, strategic planning and small business programs, Joyce A. Harris brings a wealth of federal and industry know-how and networks to the table.

Having previously served for over 15 years as a Small Business Liaison Officer for Deloitte’s Federal Small Business Program, where she effectively bridged the gap between Deloitte account teams, government agencies and the small business community, she not only possesses a wealth of knowledge and experience in regulatory and corporate compliance but also how to effectively and efficiently find, pursue and win federal contracts. Her ability to develop tools and techniques to optimize securing prime and subcontracts with the federal government will also be of great value to De Lune IT.

Joyce’s extensive background also includes leadership roles at Accenture, Cordant Inc and Unisys.

Her outstanding contributions and leadership have garnered her well-deserved recognition and accolades. She is the recipient of prestigious awards including;

  • Women of Prince George’s County Award for Outstanding Leadership in Small Business Programs
  • Small Business Champion (Large Business Contractor of the Year) by the Department of Treasury,

Joyce holds a Bachelor of Science degree in Management with studies in Political Science and Sociology from the University of Maryland University College and is an alumna of the Ellen Gabriel Fellows Program at Columbia University’s Graduate School of Business. She is an Active member of the Alpha Kappa Alpha Sorority, Inc. (Upsilon Tau Omega Chapter)
